Obama unveils middle class “rescue plan”

Democratic presidential candidate Barack Obama has a four-point “Economic Rescue Plan for the Middle Class.”

Obama was to unveil the plan today, Oct. 13, in a speech in Toledo. Here are the four points, according to the campaign:

Temporary tax credit for firms that create job s in the U.S. over the next two years.

Penalty-free withdrawals from IRAs and 401(k)s in 2008 and 2009.

90-day foreclosure moratorium for homeowners acting in good faith.

A lending facility to address the credit crisis for states and localities that would have the Federal Reserve and federal Treasury lend to state and local governments.

“We’ve already lost three-quarters of a million jobs this year, and some experts say that unemployment may rise to 8 percent by the end of the year,” Obama said in his prepared remarks.

“We can’t wait until then to start creating new jobs.”

Tucker Bounds, McCain-Palin campaign spokesman, dismissed Obama’s proposal.

“The American people heard a series of new proposals from Barack Obama today, but what they did not hear was a promise to stop pursuing his massive tax increases,” Bounds said in a prepared statement.

“As our economy and our financial markets struggle through unprecedented turmoil, one thing is certain: raising taxes on the American people and American business will have a devastating effect.”

Obama has said most Americans would get a tax cut under his plans.

Here are a few more details in a summary from the Obama campaign:

  1. JOB CREATION: A New American Jobs Tax Credit. Obama is calling for a temporary tax credit for firms that create new jobs in the United States over the next two years.

  2. RELIEF TO FAMILIES: Penalty-Free Withdrawals from IRAs and 401(k)s in 2008 and 2009. Obama is calling for new legislation to allow families to withdraw 15% of their retirement savings - up to a maximum of $10,000 - without facing a tax-penalty this year (including retroactively) and next year.

  3. RELIEF TO HOMEOWNERS: 90 day foreclosure moratorium for homeowners that are acting in good faith. Financial institutions that participate in the Treasury’s financial rescue plan should be required to adhere to a homeowners code of conduct, including a 90-day foreclosure moratorium for any homeowners living in their homes that are making good faith efforts pay their mortgages.

  4. RESPONDING TO THE FINANCIAL CRISIS: A Lending Facility to Address the Credit Crisis for States and Localities. Obama is calling on the Federal Reserve and the Treasury to work to establish a facility to lend to state and municipal governments, similar to the steps the Fed recently took to provide liquidity to the commercial paper market.

Obama’s plan also calls for temporarily eliminating taxes on unemployment insurance benefits; keeping all options on the table to help our automakers weather the financial crisis; having the Fed and Treasury prepare for guaranteeing a broader range of liabilities of the banking system; and instructing Treasury to help unfreeze markets for individual mortgages, student loans, car loans, loans for multi-family dwellings and credit card loans.

The US Department of Labor says a typical plumber earns about $36,000/year. That’s a pretty far shot from $250,000/year. How many plumbers would a plumbing company owner have to employ to earn $250,000/year in taxable income?

“Your new tax plan is going to tax me more, isn’t it?” the plumber asked, complaining that he was being taxed “more and more for fulfilling the American dream.” “It’s not that I want to punish your success. I just want to make sure that everybody who is behind you, that they’ve got a chance for success too,” Obama responded. “My attitude is that if the economy’s good for folks from the bottom up, it’s gonna be good for everybody … I think when you spread the wealth around, it’s good for everybody.” Plumbers of the country, unite! Forget about the work and effort you put into building up a business or the scummy work that you do that many of us don’t know or don’t want to do. If you have succeeded, you should be willing to give up more of what you earn to help those who haven’t had the great good luck that you have had to be a successful plumber. Remember how Obama is going to give 95% of all of us a tax cut even though over 30% of the population doesn’t pay taxes? He might call it a tax credit, but what he’s really doing is his vision of “spreading the wealth around.” It sounds a lot like Huey Long’s 1935 plan to “Share the Wealth.” And when he finds that he can’t tax the top 5% of the population to gain enough wealth to spread to the 95% of the rest of us, do you really think that he’ll stop with that 5%? Remember…This is the guy who said in the ABC debate during the primary season that his approach to raising tax on capital gains is not based on whether it would provide more revenue but on his idea of what is fair

Jackson emphatically answers yes: “You don’t need to be a descendant of slaves to experience the oppression, the suffocating injustice and the ugly racism that exists in our society,” he says. “Obama experienced the same environment as all American blacks did. It was nonsense to suggest that he was somehow not black enough to feel the pain.”

Sen. Obama said it all yesterday, when he told the plumber in Toledo, that his tax plan was to “spread the wealth around.” This socialist plan will require Sen. Obama to tax, spend, and borrow from other countries to pay for all his programs. His rates are too high leading to sending corporations overseas (33%) is too high. Sen. Obama has made a lot of promises which are expensive. Either he is going to have to break his promises or drive the corporations out of this country. His 90 day freeze on mortgages which was a plan Hillary Clinton had, but Sen. Obama downplayed it as a political gimmick. Sen. McCain actually wants to save the homeowners and business plus develop job by keeping the taxes lower and cutting a lot of unnecessary spending. Sen. McCain has far more superior plans.

The democrats got us in this mess. Especially Pelosi, Barney Frank, Chris Dodd, and Obama. These people believe in wealth redistribution, that is redistribution of what the middle class makes. You don’t see these people giving up their money, they just make money. Those people are wealthy and got wealthy off of their little scheme. But you can’t blame them they had good intentions. These people used bullying tactics, racism, and intimidation. They felt everyone should own a home and that the reason low income did not own homes was because capitalist America is not fair. They blame the victim game. So again the cried racism and used that to threatened to destroy reputations if they did not give loans to unqualified people. In the mean time they made money!!! Barney Franks boyfriend made millions! The democrats refuse to take responsibility and they now say they will look into this and see what happened. They say if you blame this on the housing to low income, then you just are against the poor and racist. Let’s see 5 million mortgages in foreclosures were to illegal aliens. Yeah the democrats work for the middle class, not! Get ready for the Obama ride. Middle class your taxes will go up, I don’t care what Obama’s plan says, your taxes will go up. He cannot create all of these social programs without your money. So why you pay more your money will be given to people who do not work and don’t care to work. I guess this is the reparations part.

I work in default at a mortgage company, and this plan by Obama won’t work from the mortgage end. One thing is how are you going to say who is and who isn’t paying in good faith everyone would have to be included. What happens at the end of 90 days and they can’t bring the loan current we are just going to forclose anyways, and loose the time and money that we could have be trying to get reselling the property. This plan is not good for the middle class or the banks.

He’s nothing but a socialist playing his aces to the “poor”. You suckers that vote for Obama surely will reap what you sow, with higher taxes and higher unemployment. Wy do jobs go offshore? Because people want cheap, cheap and cheap. The only place you get cheap is offshore. I suggest if Obama is elected that everyone forced to support his socialist view immediately cease giving to any charity. Obama wants the USA to provide; go ahead. For far to long our politicians have sold us out in support of big business and the banking interest. They let our jobs go to China because they allow slave labor and they allow banks to gouge us with outlandish interest rates. I read the comments above prior to commenting myself and was shocked for the negative comments towards Barack’s Plan. What is McCain’s plan? He has no plan for the middle class. This is called a rescue plan, like the stimulus package. We already know that Barack will lower taxes for the middle class 3 times more than McCain. Independent Financial Experts have come to that conclusion. Again, this is just a rescue plan. When are people going to learn that all of the politicians out there are for the same old same old. They let the banks and mortgage companies loot and plunder all day long and then what happens when there is nothing more to plunder? They get more money from our fat cat politicians. But hey they all promise to help the little guy out but that never happens the only way you are going to get real change is to do it yourself. We have the power not them. Stop voting for the lessor of two evils and make these politicians sign contract to make sure they don’t weasle out of what they agreed to do before they get elected.

Laura, when has taxing the rich ever made a difference in the economy? It sounds nice in theory but in reality it doesn’t work. What happens is that the more you tax people that are wealthy the more the wealthy charge you for what ever they sell to get rich. Thats where inflation comes from. Look at history and you will see that taxing the rich never works it only makes things worse.

I would love for these politicians to start talking about why we are in the situation we are in now. The truth is that these banks, and mortgage companies have been taking advantage of people for decades. Has anyone ever noticed that you cant ever get a loan when you really need one. What happens instead is they come after you with both guns blazing more penalties more interest. They take advantage of people who are down on there luck and now its come back to haunt them. Well not really they will just get our tax money so they can continue to rape and pillage. When will the government return to what it is supposed to do and that is protect people from being harmed by other people that are greedy and corrupt?

I fail to see anything that is purposed here that will help anything. Job creations for new American? Is that his idea on imposing stronger rules for affirmative action? Relief to families by drawing out their 401k will screw alot of people in the long run when they abolish social security. Relief for home owners buy giving them 90 days to catch up will only work if they have jobs and how long will it take to get that done if at all because it has to go threw congress first. And as for the last part it sounds like giving money to credit card and mortgage companies that threw predatory lending ended up screwing themselves so how can it be good for the economy to bail them out?

Obama has a well structured and clearly defined campaign. He is staying on subject and working for the future. McCain has a poorly managed, out of touch campaign. A two year tax credit to create jobs is worthless. I own a small business with dozens of employees. In order to grow my business and hire employees I have to take out 7 year loans for equipment. I have to personally guarantee the loans using my house as collateral. What happens after two years? In addition, is everyone aware that all combined governments take more out of the business than owners do?

Look at the root of the problem for the real answer. You’re dependant upon others! Turn off your cable and cell phones and help your own families survive. Stop acting like animals and you will make it on your own!

myopinion, Leslie brings up valid points. Obama’s “plan” does nothing to help the large portion of the middle class who are doing things the “right way” That is: go to work, pay your mortgage, and make the sacrifices needed to survive this economy. Many of the points mentioned in this “plan” are rescuing those who have made bad financial decisions. Obama has been talking about his fabled plan for months, and this is the best he has got? Sounds like four more years of incompetence to me.

Actually Larry you are wrong. You see I was poor and I worked very hard to climb that ladder to middle class. I live modestly and within my means. The reason I never get rich is because I am to giving. You see people helped me climb out from being poor, so I in turn help others. I do this by choice, not because the government mandates. I do it the American way, by choice. So why are your wealthy democrats not helping by choice? They stay wealthy by keeping their money and giving other peoples money to people in need. I bet I pay more in to charity than Obama does!

Now Obama wants to give a tax cut to the big bad corporations? I think this plan has already been a part of another candidate’s platform since day one. Now he has come to the realization that the big bad businesses in this country are what turns the economic wheels. His first plan was to give tax breaks to 90% of the people in the country even though only 60% actually pay taxes. How does that math add up? The 40 who don’t pay taxes get more money back? I know this is patriotic to give people who don’t pay taxes money that they didn’t pay as a return because it’s only fair. I wonder if I can steal a shirt from Walmart and return it for cash, wouldn’t that be stealing? Which part is the worst, the stealing of the shirt or trying to get Walmart to give me money back for it?

This is the sort of clear vision I was hoping Obama would set forth. I think this plan makes a lot of sense for those families and workers who are struggling to stay afloat right now. Leslie: Obama will cut taxes for folks like you and me. This new economic plan is meant to immediately address those who are losing their jobs and their home. Folks are still going to have to work hard and earn our way. But I would rather the tax cuts go to the Middle Class as Obama has proposed than to Corporations. That has been Bush’s policy for the last eight years and now it is Jjohn McCain’s policy. It’s time we change that b/c it has crippled the Middle Class in this country.

I thought he was helping middle class(who needs it) None of this does anything for me (you don’t need it at this time) I have a job (many don’t), I make less since my job was shipped overseas, but I have a job. I don’t have a 401K or any type of retirement (you should be thinking ahead..I saved by not having a nice car and big vacations, etc). I’m not behind in my mortgage (many are), but I struggle each month to pay it (who doesn’t?). Gas prices have gone down but they are still high (for everyone). I really do need a car though, but I cannot afford a car loan (I’ve always had used cars..) Where is my help I’m middle class I make less then $60,0000 (me either) a year. I don’t think his plan is fair (it is for those in need). Some people I have talked to do not have: health insurance hot water car enough food for their family and they are the working poor.. Leslie - quit whining and look beyond yourself!!

I think Obama’s plan will help a lot of middle class people struggling to get by.

I thought he was helping middle class. None of this does anything for me! I have a job, I make less since my job was shipped overseas, but I have a job. I don’t have a 401K or any type of retirement. The Little Art Theatre in Yellow Springs is offering a free showing of the 1945 film noir classic, "Detour," as a tribute to actress Ann Savage, who died on Christmas Day.
